Mr. Sayeed was speaking to reporters on the first day of the reopening of the civil secretariat and other durbar offices here this morning.

The Mufti said: "We are moving in the right direction. Peace will return to the State. Everyone with the pivotal interest of the people of the State in mind is working in this direction. Peace is important for the people of the State who have been suffering for years now."

Rape by Armyman

About protests in Handwara town of North Kashmir over the alleged rape of a woman and her daughter by an Army officer, the Mufti said, "We have taken notice of this. This should not have happened. Action would be taken as per the law of the land."

The Mufti declined to comment on the Home Ministry's statement yesterday that "Pakistan has still not dismantled the militant infrastructure on its land and is exerting pressure on the All Parties Hurriyat Conference (Abbas group)... "
