This Day That Age
Prime Minister Nehru has emphasised the need for looking at planning in a dynamic way in preparing the Second Five-Year Plan. He was addressing the National Development Council, which began its two-day session in New Delhi on November 9. The Council, which consists of the Planning Commission and the Chief Ministers of all States, has to draw up in the next 18 months the broad basis of the country's Second Five-Year Plan. In his address, Mr. Nehru observed that the picture he was having in his mind was definitely and absolutely a socialistic picture of society. He was not using the word in a dogmatic sense at all, but in the sense of meaning largely that the means of production should be socially owned and controlled for the benefit of society.He emphasised that there was plenty of room for private enterprise, provided the main aim was kept clear.
