dated Noveber 11, 1954: Poll inevitable in Andhra

"Elections are inevitable. I do not see any other course; nor does the Centre see any other way. We have advised the Governor accordingly. The electoral rolls are all ready and the constituencies have been delimited. I do not see any reason why it should not be possible to hold the elections within the next few months," said Mr. N. Sanjeeva Reddi, Andhra Deputy Chief Minister, who returned to Kurnool on November 10 morning after apprising Prime Minister Nehru and other Union Ministers about the conditions in the State. "I have been able to convince them that fresh elections were the only and inevitable course," he added. Asked who would present the budget in March next, Mr. Sanjeeva Reddi said the new Assembly would do it, if the elections were over by then. If not, the Governor would present the Budget, if necessary. Asked if he or his Cabinet colleagues would agree to be in a caretaker Government if called upon to do so, Mr. Sanjeeva Reddi said, "There will be no caretaker Ministry. They cannot compel anybody who is unwilling to serve on a caretaker Government. We cannot saddle ourselves with the responsibility of a caretaker Government. Our next task is to fight the elections and our work will be with the masses. If we undertake to be on a caretaker Government we will be at a disadvantage so far as the elections are concerned." To a question if he or the Congress would like Governor's rule, Mr. Sanjeeva Reddi said, "It is not advisable to have Governor's rule for long. I hope the Congress will once again come back to power, but the elections must decide it and we will bow to the decision of the electorate."
