Chief Ministers of nine States are to be associated with the Planning Commission to ensure constant consultation between the Centre and the States on general questions connected with planning. The National Development Council, which concluded its two-day session in New Delhi on November10, set up a Standing Committee for Planning consisting of the Chief Ministers of Bombay, Hyderabad, Madras, Mysore, Punjab, Rajasthan, Travancore-Cochin, Uttar Pradesh and West Bengal and the members of the Planning Commission. The decision follows criticism made by a number of Chief Ministers that there was lack of coordination between the Centre and the States in the matter of planning. The Finance Minister, Mr. C.D. Deshmukh, had suggested that, if necessary, the Chief Ministers of a few States could be more closely associated with the Planning Commission. The new Standing Committee would meet six times every year, thus meeting the demand voiced by a number of Chief Ministers for more frequent consultations. Whenever necessary, Chief Ministers of one or more of the States not included in the Standing Committee would be invited to attend its meetings. Mr. Deshmukh suggested that a committee of five Chief Ministers be associated with the Planning Commission to assess the resources for the current Plan and the Second Five-Year Plan.
