New tension springs up in Russia

MOSCOW, NOV. 10. A new hotbed of tension has sprung up in Russia's troubled North Caucasus where hundreds of angry people seized a regional administration building in protest against the slaying of seven men last month.

The protesters in Karachayevo-Cherkessiya forced their way into the office of the region's President, Mustafa Batdyev, demanding his resignation, and are refusing to leave the building until he steps down. One policeman guarding the building was reportedly killed when the crowd battered down the doors with metal barriers and broke inside. The seizure came after weeks of protests over the disappearance of seven shareholders in a local chemical company.

The men's charred remains were discovered in a common grave on Monday, and prosecutors sent from Moscow detained several men, including the son-in-law of Mr. Batdyev. They are accused of abducting and killing of the seven men in a conflict over the shares of the chemical company.

In an effort to distance himself from the incident Mr. Kaitov had his daughter divorce the chief suspect, but relatives and friends of the slain men are still insisting on his resignation.

An emergency session of the regional legislature called to discuss the crisis has failed to meet today because the majority of deputies stayed away.
