This Day That Age
The Speaker, Mr. G. V. Mavlankar, on November 16 withheld consent to an adjourment motion sought to be moved in the Lok Sabha by Mr. A.K. Gopalan (Communist) on the President's proclamation assuming the functions of the Government in Andhra. The Home Minister had earlier placed on the table of the House a copy of the President's proclamation. Mr. Gopalan was assured both by the Speaker and the Home Minister that very soon a Government resolution seeking approval of the House for the President's proclamation would be tabled. This would provide an opportunity to the members to discuss the issue. The matter was, therefore, not pressed. Mr. Gopalan's motion had sought to raise a discussion on the "failure of the Union Government to give proper direction to the Governor of Andhra in the matter of calling the Opposition leaders to form a Government after a no-confidence motion was passed against the Ministry."
