Decentralise data collection, says top statistician

PONDICHERRY, NOV. 16. The 73 and 74th Constitutional amendments and the liberalisation of the economy have necessitated a change in the way statistical data are collected and compiled, according to Dr. Vaskar Saha, Additional Director General, Central Statistical Organisation.

Statistical data collection and compilation had to be decentralised to make it easy to get vital information from the panchayat and village level, Dr. Saha said here today in his key-note address at a five-day workshop on the "Estimates of State Domestic Product, Capital Formation and Related Issues."

Money, manpower

Agencies collecting data would need extra funds and manpower to generate this kind of information.

In this context, efforts are also under way to seek the assistance of private agencies in collecting statistical data. Information Technology could also be used to gather data, Dr. Saha said. He emphasised the need to implement the recommendations of the National Statistical Commission, particularly with regard to the State statistical systems.

The Chief Minister, N. Rangasamy, said Pondicherry's GDP growth, 5.5 per cent now, would touch 7.5 per cent in a few years.

M. Sathiyavathy, Secretary (Statistics), Pondicherry, said in an economy like that of Pondicherry, the tertiary sector was the major contributor to growth. She pointed out that for collection of data on a regular basis, a suitable mechanism had to be developed.

If the Central Statistical Organisation (CSO) comes out with suitable recommendations, the necessary manpower would be found, she added.

Workshop focus

The workshop will focus on estimation of income relating to unorganised and self-employed enterprises, estimation of capital formation by local bodies, estimation of savings and investment in the corporate sector and estimation of private consumption expenditure by households.

The workshop is organised jointly by the CSO and the Directorate of Economics and Statistics, Pondicherry.
