VISAKHAPATNAM, NOV. 16. The Special Education Volunteers (untrained teachers), who were selected through the District Selection Committee-2002, are allegedly not being paid the enhanced stipend, though a GO was issued several months ago to this effect. According to a statement issued by the aggrieved candidates, about 1,000 volunteers in the district and their families are leading a hand-to-mouth existence in view of the non-payment of stipend. ``As part of the training they were ordered to take up a three-month project in various mandals from March 2003. They were told that no stipend would be paid during the training period,'' it said. The District Educational Officer had issued appointment orders to the candidates posting them to various mandals. The candidates, who included SCs, STs and economically backward persons, worked without any stipend for three months and borrowed heavily to sustain themselves. On July 7, 2003, counselling was held for the candidates and they were allotted to various schools by the DEO. They were paid a stipend of Rs. 1,000 a month till June 2004. The volunteers are also undergoing a two-year training through distance education in D.Ed. (Diploma in Education) while doing their duties as teachers.
GO issued
The Government had responded favourably to the demands of the candidates and representations by unions and released GO No.748. According to the GO, the volunteers have to be paid Rs. 1,500 a month from April 2004, granted leave on a par with regular teachers and paid regular scales on completion of the training period.
