SINGAPORE, NOV. 16. The fourth round of parleys between India and China, at the level of Special Representatives, on the sensitive border dispute will be held in Beijing later this week. The National Security Adviser, J.N. Dixit, will begin these talks with the Chinese Executive Vice-Foreign Minister and designated Special Representative, Dai Bingguo, on November 18. Indicating this, sources in Beijing, associated with this process, did not wish to spell out how long the fourth round might last. The latest talks may go on for at least two days. Mr. Dixit is expected to call on the Chinese Prime Minister, Wen Jiabao, besides holding discussions with Mr. Dai. While Mr. Dai has represented China during all the three previous rounds as well, Mr. Dixit took over from Brajesh Mishra following the assumption of office by the Congress-led Government in May. The new round, like the previous ones, is expected to be held in-camera. Without hinting at the specifics, the two sides had noted, at the end of the previous round in New Delhi in July, that the discussions took place in a "friendly, constructive and cooperative atmosphere."
