BAGHDAD, NOV. 18. Bomb attacks killed four persons in Baghdad and Kirkuk on Thursday while militants fired mortars at provincial Government offices in Mosul. Bomb blast A car bomb detonated near a U.S. military convoy in western Baghdad, killing two persons, police said. The blast occurred near a police station as a U.S. armoured vehicle was driving by. Five others were wounded. In Kirkuk, two civilians were killed and three others injured on Thursday when a roadside bomb exploded in the centre of the town, officials said. The blast took place near a job recruiting centre and a bus terminus during the morning rush hour. Meanwhile, the Iraqi Government on Thursday warned that Islamic clerics who incite violence would be considered ``participating in terrorism,'' and said that a number of them have already been arrested. ``The Government is determined to pursue those who incite acts of violence. A number of clerics who have publicly called for taking the path of violence have been arrested and will be legally tried,'' said Thair al-Naqeeb, the Prime Minister Iyad Allawi's spokesman. Iraqi officials acknowledged that though 1,200 militants were killed during the week-long military offensive, key militant leaders escaped the U.S. forces. Relief work ordered Mr. Allawi also ordered emergency teams and ambulances to provide services in Fallujah. Every family would be given 150,000 Iraqi dinars and food rations. Families would also be compensated for damage of their homes and businesses during the military operation. On Saturday, a team of experts from the Housing and Reconstruction Ministry would go to Fallujah to assess reconstruction needs.
