NEW DELHI, NOV. 19. The Congress high command is yet to take a decision whether a new team should be constituted in Andhra Pradesh following the appointment of K. Kesava Rao as Pradesh Congress Committee chief. In an interaction with reporters here on Friday, the AICC general secretary, Digvijay Singh, said the issue of reconstitution of a new team was "still open'' and that the party had not taken a decision. He said since the organisational elections were under way, the new team might not be constituted now. The AICC, it is understood, has appointed the former Karnataka MP, G.S. Basvaraj, as returning officer of the organisational elections in the State.
Pulichintala row
Mr. Digvijay Singh said there was no violation in the Pulichintala project. He said that the State Government had not started the project yet and hence, there could not have been any violation. Asked as to what the party thought of the court's order staying the process of irrigation tenders undertaken by the Government, Mr. Singh said that he had not perused the order. However, he said the pre-qualification of contractors was a normal practice. He said the Telugu Desam Party, which had been levelling charges against the process, should have objected if it was found that during the award of contracts, those short-listed by this procedure were kept out.
