Water being wasted

Sir, — Water has been leaking for the past four months at the intersection of 2nd Cross, 24th Main Road, Marenahalli, J.P. Nagar Phase 2, beneath a library. The attempts made earlier to plug the leakage have been in vain. The authorities concerned should take immediate action in this regard and check wastage of water.

Curb speed

Sir, — The one-way system from Gurudwara to Philips Circle on Kensington Road has helped avoid accidents. However, residents of the area are finding it difficult to walk from Philips Circle to MEG as vehicles travel at high speeds. There is no police constable to control traffic. The solution is to make only the stretch from Philip's Circle to MEG one way. Otherwise, a speed limit of 40 kmph should be fixed for the road. The road should be made a silent zone and overtaking should be prohibited. A police constable should be posted to control traffic.

H.W. Ramchandani,
president,
Kensington Road Flat Owners' Association,
Bangalore.

BMP's work

Sir, — This has reference to the report, Bangalore to stay with SAS for now," in The Hindu , November 14. While the issues raised and discussed are topical and interesting and capable of generating a useful debate, there was a factual error in it. The report says that the self-assessment scheme (SAS) for property tax in Bangalore was co-authored by Ravichandran of the Bangalore Agenda Task Force (BATF). This is incorrect as BATF was not involved in the formulation of SAS in any way. The entire conceptual framework of SAS was handled by the Bangalore Mahanagara Palike, and I was part of that team. In fact, the entire scheme was kept confidential from the public, including BATF, till it was tabled in the corporation council for discussion.

Revoke amendment

Sir, — An octogenarian retired Indian Air Force officer had announced a fast-unto-death in protest against the compulsory transfer of ownership of flats from a cooperative society to individual tenant members. The country is celebrating the centenary of the cooperative movement. This will be the right occasion for the Dharam Singh Government to revoke the amendment passed during the rule of the previous government which led to the decision to transfer ownership. Karnataka has the dubious distinction of being the only State which has enacted an Act that strikes at the very root of the basic cooperative principle of collective ownership.

Padukone P. Rao,
Bangalore.

Great injustice

Sir, — The Pre-University Board is doing great injustice to failed II PUC students as there is a long gap between the annual and the supplementary examinations. As the gap is long, the failed students do not take the examination seriously. It the examination is conducted soon after the annual examination results are announced, the students can easily brush up what they have studied earlier. The board can declare their results within a month. The Intermediate Board in Andhra Pradesh and the SSLC Board here conduct supplementary examinations in such a way that the students who are unsuccessful in the first attempt do not lose an entire year.
