States to tone up revenue administration

NEW DELHI, NOV. 23 . The State Governments have resolved to implement schemes for computerisation of land records, updating of land records and strengthening of revenue administration.

In a resolution passed at the end of a conference of State Revenue Ministers on Land Reforms Programmes here, representatives of the States Governments have also committed themselves to judicious and speedy distribution of ceiling surplus land, Government wastelands and Bhoodan land besides bringing about reforms in tenancy laws.

Taking stock of the achievements made by various State Governments in land reforms, the Union Rural Development Minister, Raghuvansh Prasad Singh, asked the States to undertake revisional surveys for continuous updating of land records to reflect the ground realities on land records and adhere to the targets fixed by his Ministry for better implementation of the scheme.

Since the inception of the programme of distribution of ceiling surplus land, an area of 73.67 lakh acres was declared surplus, of which 64.97 lakh was taken in possession by the Government and an area of 54.03 lakh acres distributed among 54.46 lakh rural poor, it was officially stated. More than 50 per cent of the beneficiaries are Scheduled Castes and Scheduled Tribes.

Similarly under Bhoodan land — a movement initiated by Vinoba Bhave — 39.16 lakh acres of land was donated of which 21.75 lakh acres have been distributed among the rural poor. As for the remaining, the States and Union Territories have been advised to prepare an action plan and undertake a special drive for distribution of the land.

Asking the Governments to take effective steps for speedy disposal of cases pending in courts, Mr. Singh pointed out that there were 14,000 cases involving 8.45 lakh acres under ceiling laws pending in various revenue courts, High Courts and the Supreme Court.
