Rajasthan seeks Haryana's help in water use

JAIPUR, NOV. 23. The Rajasthan Government has sought concurrence of Haryana in utilization of its share of the Yamuna waters as per the agreement signed among various States back in 1994. A memorandum of understanding, seeking the Haryana Government's agreement to work together on the 270-km common carrier canal and a new parallel channel of about 50 km for bringing the share of Rajasthan, has been pending since February 2003, it is being pointed out.

In the 1994 agreement, signed by Uttar Pradesh, Haryana, Himachal Pradesh, Rajasthan and the National Capital Territory of Delhi, Rajasthan was allocated a share of 1.119 billion cubic metre usable water of the Yamuna assessed on a mean year availability.

The Upper Yamuna Board, which met in December 2001, decided that the seasonal distribution of water for Rajasthan out of the total allocation of 3,198 cusecs would be 1,917 cusecs at Tajewala and 1,281 cusecs at Okhla for the period, July to October. The officials of the States later worked out the modalities of carrying the share of Rajasthan through the existing canal systems of Haryana.

The plans accepted by both the States included remodeling the Western Yamuna Canal, Old Delhi branch, JLN Feeder and Loharu feeder channel as common carrier channels. Two proposals were made accordingly to use the Yamuna water for the districts of Bharatpur, Jhunjhunnu ad Churu in Rajasthan. The proposals were cleared by the Central Water Commission in February 2003.

"The clearance was given on the condition that concurrence of the Government of Haryana on the cost of the works to be carried out in its territory and in taking up the construction in Haryana and Rajasthan simultaneously,'' notes a letter send by the Rajasthan Irrigation Minister, Sanwar Lal Jat, to the Haryana Chief Minister, Omprakash Chautala today.

"The Haryana has not signed the MOU sent to it by the Rajasthan Government in February 2003 in this regard. The MOU is for obtaining the consent of Haryana regarding the utilization of its share of the Yamuna water by Rajasthan under the agreement of May 12, 1994,'' Mr.Jat pointed out.
