NEW DELHI, NOV. 24. The three-member disciplinary committee of the Delhi Pradesh Congress Committee, headed by the senior vice-president, Raj Kumar Kohli, has summoned the suspended party Councillors, including the former Deputy Mayor, Ashok Jain, for a hearing and possible review of their cases on Thursday. The DPCC president, Ram Babu Sharma, had constituted this committee last week. The other members of the Committee include the Leader of the House in the MCD, Satbir Singh, and senior party leader, Deepak Malhotra. The committee is understood to have summoned six Councillors for hearing but no partymen have been asked to appear before it as the mandate is only to review the cases pertaining to Councillors. Sources said that the DPCC president had asked the committee to individually scrutinise the cases of all the suspended Councillors as some of them had claimed that they had been suspended out of vengeance. Among these six Councillors, Mr. Jain, Hiren Tokas and Khazan Singh are being investigated in cases relating to CBI raids involving taking of alleged bribes. Interestingly, all of them have claimed that they had been framed by their rivals and had been victim of circumstances. However, it is learnt that apart from Mr. Sharma the mandate is very clear to the committee from the party high command not to revoke suspensions in the case of those who had been caught red- handed taking bribe as the party does not want to send across a wrong signal. It is learnt that Mr. Jain has pleaded with the leadership that he had not only been framed but there was no case made out against him and only investigations were taking place. His plea is that till he is proven guilty, he should not be made to sit out of the party forum. Mr. Tokas has also claimed that his rivals in the R.K. Puram constituency had managed to get him implicated in a "false'' case and he should be dealt with leniently. It is unlikely that such a plea will cut ice with the committee or the party leadership and there is little hope for those who have been implicated in CBI cases. However, in case of the other three Councillors, the party is likely to take a lenient view and let them off after a formal apology or by seeking an explanation on their conduct. It is understood that the Mr. Kohli will submit the report of the committee to Mr. Sharma following which the suspensions in the case of three Councillors are likely to be revoked. In case of other partymen, it is understood that Mr. Sharma is of the view that their cases would be dealt with individually. There is the case of the suspended Treasurer, Dinesh Gupta, who had been turned out of the party by the former DPCC president, Chaudhary Prem Singh. However, his suspension was not endorsed by the AICC, which only has the power to take action against PCC office-bearers and it is expected that his case would also be taken up for review at an appropriate time.
