Plea for High Court Bench in capital

THIRUVANANTHAPURAM, NOV. 24. The Action Council for a High Court Bench in Thiruvananthapuram has urged the Kerala Chief Justice to take up the proposal to set up a Bench with filing jurisdiction in the capital city at the earliest.

In a memorandum submitted to the Chief Justice, the action council chairman, Vellaikkadavu G. Muraleedharan, said the demand for a Bench has assumed greater momentum and importance, following the persistent pleas by residents, elected representatives and various organisations in the capital. It said the State Government had already agreed to provide all infrastructural facilities for a High Court Bench.

Disadvantage

A State capital without the State's highest judicial institution is a serious disadvantage, the memorandum notes, adding that a High Court Bench with filing powers had existed in the capital 47 years ago. Pointing out that Kerala ranks second in the pendency of cases before High Courts, the memorandum said it was the only one among the 28 States lacking a High Court facility in the State capital.

"Very recently, a Bench of the Chennai High Court started functioning at Madurai. In Maharashtra, the Mumbai High Court has a Nagpur Bench while in Uttar Pradesh, the services of the High Court at Lucknow are augmented by a Bench at Allahabad. The Bangalore High Court also has a Bench at Hubli", it states.

It appealed to the Chief Justice to expedite the steps to set up a Bench in the capital.
