VIJAYAWADA, NOV.25. The Vijayawada division unit of the South Central Railway Mazdoor Union (SCRMU) organised a massive dharna in front of the office of the Divisional Railway Manager (DRM) on Thursday. The dharna was led by the vice-president of the SCRMU, K.V. Ramana Rao. While 1,500 members of the SCRMU participated in the dharna, a delegation later submitted a memorandum to the DRM, J.N. Jagannath. Addressing a gate-meeting in the afternoon, Mr. Ramana Rao and the divisional secretary of the union, P. Swamy Charan, demanded that the Government set up the sixth pay commission. They also wanted the Government to consider the merger of 50 per cent of the DA with effect from July 1, 2002 instead of April 1, 2004.
Privatisation flayed
They also strongly criticised the proposal of the Government in privatising and outsourcing the railway services and works. They underscored the need to incorporate right to work in the Fundamental Rights in the Constitution. They wanted the Government to pay unemployment allowance to the youth. They demanded a rollback of railway catering services to the original position by taking it out from the Indian Railway Catering and Tourism Corporation (IRCTC). They also demanded that the Government lift the restrictions on recruitment and fill vacant posts. The union also wanted the Government to stop benchmarking, work study, privatisation, corporatisation, and closure of establishments which would ultimately result in downsizing the establishment and leave many eligible people unemployed.
Other demands
Immediate filling of vacancies of personnel department clerks in Rajahmundry and Ongole, provision of adequate toilet facility for woman employees, absorption of switchmen into alternative posts, dress-changing and resting facility for sanitary staff were also included in the demands. The union also represented a few problems pertaining to transfers and maintaining seniority amongst the staff and sought the intervention of the DRM to resolve the issues.
`Arbitrary order'
The union also asked the Government to scrap the `arbitrary order' of new contributory pension scheme and restore the rate of interest of provident fund to 12 per cent. Revision of ceiling limit for bonus and limiting of duty hours to eight and address several other issues relating to all-India railwaymen. Senior leaders of the union, D. Rama Rao, G. Rama Rao, G.N. Srinivasa Rao, P. Kotam Raju and R.M. Lakshmi, also participated in the gate-meeting.
