Govt. focussed on performance: Dharam Singh

BANGALORE, NOV. 25. The Chief Minister, N. Dharam Singh, on Thursday said his Government was focussed on performance and not on "laying foundation stones (for projects)."

Inaugurating the underpass and ground-level roads of the Rs. 23-crore, three-tier Dairy Circle grade-separator here, Mr. Dharam Singh said the Government had ensured that the works for which foundation stones were laid finished in time.

"Ours is not a Government that lays the foundation stones (alone)." Nor did it think that raising slogans could solve the problems. But finishing the ongoing works within a time frame did, he said.

He pointed out that he set a three-month deadline for the completion of the grade separator when he had inaugurated a part of it on September 15. He congratulated the Bangalore Development Authority (BDA) Commissioner, M.N. Vidyashankar, for keeping the deadline. Sixty eight per cent of the work was completed in three months, he said.

He said the beauty of the city could be kept only when infrastructure development was seriously attended to. He said the ongoing construction of flyovers on Airport Road, BTM Layout and Anandrao Circle would be completed by January or February. They were coming up at a cost of Rs. 103 crores.

The city's population, which was four lakh in 1940, was on the threshold of crossing the 85-lakh mark.

Traffic congestion was a serious problem. Officers who arrived late for the meetings convened by him cited this as a reason, he said.

Slums and layouts needed attention in a city that was developing at a fast pace. The Deputy Chairman of Planning Commissioner, Montek Singh Ahluwalia, had appreciated the State's demand for special assistance for the development of the cities during the recent Southern Region Chief Ministers' Meeting held here.

He said the city had its own socio-economic situation and one could not model its development on that of Singapore or the cities in China. But "we need discipline (in keeping the deadlines)."

The Jayanagar MLA, Ramalinga Reddy, presided over the function. Legislators, K. Chandrashekar, N.L. Narendra Babu and Munivenkata Reddy, attended.

The Mayor, P.R. Ramesh, who was a chief guest, was not present. The Bangalore Mahanagara Palike sources said he was not properly invited. But when contacted Mr. Ramesh said he was busy otherwise.

"I was keen on attending the inauguration of the underpass. But I had three other functions to attend," he said.
