DEHRA DUN, NOV. 26. The State Chief Secretary, R S Tolia, today ordered all District Magistrates and Chief Medical Officers to draw up and implement an effective AIDS and HIV prevention and control drive from the World AIDS Day falling on December 1, so as to make Uttaranchal a `No AIDS State' by 2007. Expressing serious concern over the increasing incidents of AIDS and HIV infections in the State over the past four years, Dr Tolia said only serious and concerted drives among the vulnerable sections as well as the general public and students could help Uttaranchal achieve the target. The State has so far reported 210 HIV cases. This, he said, was the sad fallout of increased tourism, industrialization and road building activity after the formation of the State. According to an official survey, only 36 percent of the population was aware of the dreaded AIDS virus. This awareness level had to be increased through special drives in all villages, towns, work sites, educational institutions, religious and industrial areas, Dr Tolia said. The Chief Secretary wanted the officials to inform the public about the free AIDS detection and treatment facilities near their homes and that they should treat such patients with love and not try to isolate them.
