NEW DELHI, NOV. 27. The five-day winter session of the Delhi Assembly, expected to be a stormy one, will begin on December 16. It is learnt that the Delhi Cabinet has given its approval to the proposal for convening of the session and has sent the necessary documents to the Speaker, Chaudhary Prem Singh, and the Lieutenant-Governor, B.L. Joshi, for approval. Although the Government is yet to indicate its agenda for the session, it is expected that a couple of legislations and some other business would be transacted during the session. The amendments made to the newly introduced Unit Area Method of property tax would also come up for approval of the House during the five-day session. The Delhi Assembly Secretariat is likely to issue a notification for the information of the members on November 29. In another first, the Government would have to notify the Delhi Assembly about the nature of business it wants to transact in view of the ruling given by the Speaker during the last session where he had made it clear that he would not allow anything to be rushed through or put up at the eleventh hour and had asked the Government to take note of this. For its part, the opposition Bharatiya Janata Party will be all geared up to take on the Congress-led Government and put it in the dock on a number of issues. The BJP is likely to make a hue and cry about the proposed hike in water tariff and also the bus fares. In addition, the proposal by the Congress-ruled Municipal Corporation of Delhi to impose professional tax will also form part of its offensive strategy.
