Blueprint on rights of the disabled

NEW DELHI, NOV. 27. Just ahead of the World Disability Day on December 3, the Disabled Rights Group submitted a "Blueprint for Ensuring the Rights of Disabled Citizens in India'' to the Prime Minister, Manmohan Singh, and the United Progressive Alliance Chairperson, Sonia Gandhi, this past Thursday.

Terming it a "Disability Assistive Framework'', convenor of DRG, Javed Abidi, explained that the Blueprint was divided into three segments -- immediate goals, short-term goals and long-term goals. The immediate goals include giving more powers to the Office of the Chief Commissioner for Persons with Disability (CCPD), demand for appointment of full time Disability Commissioners in all States and Union Territories and finally re-institution of the National Disability Commission.

Among the short-term goals is expansion of the definition of disability to include haemophilia, thalassaemia, autism and learning disabilities. The Blueprint also demands the appointment of a "Disability Advisor'' or an "Advisory Committee'' to the offices of the President, Prime Minister and all Chief Ministers, the establishment of a "National Disability Information System'' and the appointment of a member of the Union Public Service Commission to represent the interests of people with disabilities. The short-term goals also include the appointment of a member of the Union Public Service Commission to represent the interests of people with disabilities.

In the long term, the Blueprint asked for a review of all laws in the country in order to include the disability component wherever missing and the setting-up of "Legal Aid Units'' for disabled people in all High Courts and in the Supreme Court of India. It has also asked the Government to consider the possibility of a separate Ministry to focus on and exclusively deal with issues concerning the disabled citizens of India.

"The thrust of the blueprint is a Disability Assistive Framework. We have asked for making the Disability Commission stronger,'' summed-up Mr. Abidi.
