BANGALORE, NOV. 28. The Union Minister for Petroleum and Panchayat Raj, Mani Shankar Aiyar, has commended the State Government's commitment to devolving powers to Panchayat Raj Institutions (PRIs) and said Karnataka can be an example for other States for effective devolution of powers to local bodies. In a letter to the Chief Minister, Dharam Singh, Mr. Aiyar said: "Karnataka has always led the country in innovations and today you again stand before the entire nation as an example for effective devolution." Karnataka was the only State that had taken steps for activity mapping framework in accordance with the framework circulated by the Union Government, he added.
Activity mapping
Noting that activity mapping was only the trigger for further changes, he said that in order to bring true meaning to activity mapping, schemes need to be transferred to the PRIs. Head accounts and line items in the budget should also be transferred to the appropriate panchayat raj tier, the Minister said. The State had passed an order last month operationalising the activity mapping that was issued by it last year. It had completed the task by transferring 176 schemes involving funds to the tune of Rs. 1887.23 crores from the State sector to the district sector. "To my mind, there can be no greater action than this, which displays your [Chief Minister] total commitment to panchayat raj."
Devolution of powers
The Union Government was committed to implementing a time-bound programme for effective devolution of powers to PRIs, keeping in mind the true letter and spirit of the 73rd amendment of the Constitution, the Union Minister said in his letter. The Prime Minister, Manmohan Singh, while addressing the Chief Ministers' conference on Poverty Alleviation and Rural Prosperity through Panchayat Raj in New Delhi had on June 29, exhorted Chief Ministers to play a visionary role in the empowerment of PRIs, Mr. Aiyar added.
