Law on communalism

Sir, — This refers to the Union Home Minister, Shivraj Patil's statement that a bill to deal with communal violence is being drafted. The bill must define communalism. For instance, it would be wrong to apply the law on communalism to tackle problems arising out of casteism.

In fact, the term `communalism' itself should be dispensed with and a more appropriate word used.
