SANTIAGO (Chile): The Chilean President, Ricardo Lagos, on Sunday announced compensations to thousands of victims, saying illegal imprisonment and torture were a state policy during the dictatorship of Augusto Pinochet. He said he made his decision after studying a gruesome report on torture during Gen. Pinochet's 1973-90 regime prepared by a commission that heard testimonies from 35,000 persons. He said 28,000 of those testimonies were accepted as true by the commission. Mr. Lagos called the report ``an experience that has no precedent in the world.'' He announced he would ask Congress to approve compensation to the victims, including pensions for life for 112,000 pesos ($190) a month. In addition, the victims and their relatives will receive education, housing and health benefits. Pro-Government and Opposition politicians anticipate support for the presidential proposal in Congress.
