Meeting to discuss `City Development Strategy' today

MYSORE, NOV. 30. A consultative meeting of the "City Development Strategy" (CDS) for Mysore will be held here on Wednesday with the participation of stakeholders.

The CDS is a new concept conceived by international urban planners and policymaking bodies and is an action plan for equitable growth in cities.

The CDS is an outcome of City Alliances, which was created to foster new tools and practical approaches to promote local economic development and a direct attack on urban poverty.

City Alliances, through CDS, hopes to improve the living conditions of at least 100 million slum dwellers by 2020 in accordance with its "Cities Without Slums" action plan.

Mysore is one of the two cities identified for the implementation of CDS in the State.

The other centre is Hubli- Dharwad in north Karnataka.

Participation

The Deputy Commissioner, Kumar G. Naik, said that City Alliances conceived the concept and as against the "master planning" process, CDS enables ongoing participation by a critical number of stakeholders, including the poor and private enterprises, to optimise the resources of the city for better growth and development.

Through a consultative process that involves local resources, the "City Development Strategy" works towards developing a "collective city vision."

The stakeholders then develop a detailed action plan to reach this goal.

This process is carried out through consultation and convergence of the residents and their resources, the Deputy Commissioner said.

Key areas

Although cities develop their vision and action plan according to their comparative advantage and particular constraints, the action plan of a CDS often focuses on governance and city management with participation and accountability, quality of life of the residents, basic services and environment, the city's finances with stress on enhancing the city's income and reducing unwanted expenditure.

The four areas are intimately linked and an analysis on a local level often reveals the possibilities of enhancing the amenities for the residents.

Such a planning, it was stated, leads to local economic development through enterprise development and investment to expand employment and services.

Inderect benefits

Though many cities across China, Africa, and Philippines have benefited from CDS, Hyderabad is the only city in India to have taken up the system.

They are yet to publish a final report on the success of the project but the direct and the indirect benefits can be perceived and experienced, the Deputy Commissioner said.

City Alliances and CDS have the involvement of the World Bank and the United Nations Centre for Human Settlements.

Around 150 stakeholders including NGOs are expected to attend the meeting to be held at the Mysore Zilla Panchayat at 9.30 a.m.

Officials of City Alliances will share their experiences with special reference to Durban and Hyderabad.
