Transco proposes no hike in power tariff

HYDERABAD, NOV. 30. The AP Transco has filed revenue and tariff proposals for 2005- 06 to the State Electricity Regulatory Commission (APERC) without proposing any increase in tariff for domestic and commercial sectors and continuing free power supply to the agriculture sector.

The utility proposed a 4 per cent tariff reduction for HT I industries (high tension) to restrain them from setting up captive generation units or buying power from such units. It increased the rate for ferro alloy units by 75 paise per unit (from Rs. 2.12 to Rs 2.87) cutting into the concession allowed to them so far. This will fetch Rs. 80 crores annually.

The changes are effective from April 1 next. The APERC is likely to approve the proposals with minor adjustments after public hearings. The APTransco Director (Commercial), P. M. K. Gandhi, and officials representing the four distribution companies submitted their Annual Revenue Report and tariff proposals to the commission Secretary, S. Surya Prakash Rao, here today.

Deficit

APTransco and the discoms have placed their ARR for 2005-06 at Rs. 11,118 crores, which shows a deficit of Rs. 1,906 crores. It put the deficit for the current year ending March 31, 2005, at Rs. 336 crores but did not pass this onto next year's on the plea that "there may be a change due to better performance in the next four months still available out of the current year."

If there is no improvement in performance this may be included as "regulatory asset" to be collected from consumers in different forms such as fuel surcharge. The Rs. 336-crore gap was due to fall in hydel generation, increase in coal/gas prices, lack of gas supply, extra purchases and hike in agriculture demand following free supply.
