NEW DELHI, DEC 1. The Cabinet today decided to establish a high-power committee to monitor the use of information technology and administrative reforms in the judicial system. The committee would be headed by a person of the rank of a High Court Chief Justice or Judge. An official spokesperson said the e-committee would formulate a national policy on computerisation of the judiciary. It has been set up initially for a period of one year. The other posts of the members of the panel such as member-judicial, member-technical and the supporting staff will be created by the Supreme Court on their registry. The Cabinet also approved the signing of the International Convention on Mutual Administrative Assistance in Customers Matters. The signing of the Convention is expected to help in getting reliable, faster and cost-effective information for detection and investigation of Customs violations, particularly in the critical area of under-valuation of imports, and over-valuation of exports and consequent fraudulent use of export incentives.
Nod for merger
In addition, the Cabinet gave its nod for the merger of Konark Met Coke Limited (KMCL) with Neelachal Ispat Nigam Limited (NINL). The post-merger benefits accruing from corporate debt restructuring cell package approved by banks and other financial institutions include conversion of a part of the combined debts into equity/preference share capital, replacement of high interest bearing loans with low interest loans, waiver of liquidated damage and penal interest and conversion of interest and compound interest into zero coupon bonds by banks and other financial institutions. In addition, the new entity would be able to utilise an amount of Rs. 35 crores, lying unutilised in the Cenvat account of KMCL. The Cabinet Committee on Economic Affairs, which also met today, cleared the proposal of the Neyveli Lignite Corporation to set up a 250 MW thermal power project and a lignite mine at Barsingsar in Rajasthan's Bikaner district. The project is estimated to cost Rs. 1,365 crores.
