Unfair

Sir, — The report that a 16-member panel appointed by the United Nations Secretary-General, Kofi Annan, has recommended an expansion of the Security Council in a manner that does not give veto power to the new permanent members is unfair to nations such as India, Japan, Germany and Brazil ("U.N. panel not for change in veto power," Dec. 2).

If the new members are denied the veto power, the restructuring of the Council will be merely cosmetic.

Sir, — The best way to reform the U.N. is to take away the veto power from all the permanent members. All decisions must be taken by a simple or two-thirds majority.
