Haryana no-trust motion defeated

CHANDIGARH, DEC.2. The Om Prakash Chautala regime in Haryana survived a no-confidence motion moved by the Congress and some Independent MLAs as it was defeated by voice vote in the winter session of the Vidhan Sabha here today. The House later adjourned sine die.

The Congress and Independent MLAs were not present in the House as they had staged a walk-out in protest against the naming of the officiating leader of the Congress Legislature Party, Ajay Singh Yadav. The Speaker, Satbir Singh Kadian, declared that the motion had been "nanimously'' defeated as the members who had moved it were not present in the House.

Earlier, initiating the two-hour discussion on the motion, moved by Mr.Ajay Singh Yadav, the former Chief Minister and President of the Haryana unit of the Congress, Bhajan Lal, launched a scathing attack on the Chautala regime and asserted that it had failed to perform on all fronts. Rampant corruption, nepotism and misrule had become the order of the day. Asserting that the INLD would not return to power in the State, Mr.Bhajan Lal declared that the Congress would not only form the next Government but Mr.Chautala would also have to go to jail for various acts of omission and commission.

Mr.Bhajan Lal sharply flayed the tendency of the INLD supremo to make indiscriminate announcements and promises which could not be fulfilled by the successor Government. Charging that the INLD had reneged on several populist promises made by it during the previous elections, he said that the people were aware of the ground realities and they would not allow the INLD workers to even enter the villages. On the other hand, the Congress never made indiscriminate promises and it always strived to implement the party's election manifesto.

He also dared the Chief Minister to institute a Commission of Enquiry into the first installment of the ``charge-sheet' submitted by the Congress to the Governor recently and asserted that another installment would be submitted shortly to the highest in the land.

The former Chief Minister, Bansi Lal, whose Haryana Vikas Party recently merged with the Congress, and Ajay Singh Yadav also launched a scathing attack on the INLD regime.The Congress leaders also criticised the Government for registering cases of ``sedition'' against farmer leader, Ghasi Ram Nain, and for politicalising the Haryana Public Service Commission.

However, in his reply, Mr.Chautala termed the no-confidence motion as a `` bunch of lies aimed at grabbing political mileage by misleading the people in the State''. He charged that the opposition leaders were getting jittery because of the tremendous development made by his regime.

The House also passed the Haryana Appropriation Bill 2004 authorising release of Rs 482.38 crores additionally during the current financial year for various departments.
