THRISSUR, DEC. 4. The Water Resources Minister, Thiruvanchoor Radhakrishnan, has announced that the Muvattupuzha irrigation scheme will be partially commissioned in 2005. Addressing a meeting to inaugurate a training centre of the Command Area Development Authority (CADA) here today, the Minister said the Union Government had agreed to provide Rs. 50 crores for CADA's Auxiliary Irrigation Benefit Projects. The number of schemes under CADA has come down from 16 to 4 and the area of activity has shrunk from 2 lakh hectares to 75,175 hectares. In this context, the State Government had sought the clearance of the Centre to bring the Kallada and Muvattupuzha irrigation schemes under CADA.
Kallada scheme
Lack of funds had affected the partially-commissioned Kallada scheme. The Government wanted to bring the scheme under CADA to save it, the Minister said. The Kerala Government would make water available from Anamalayar only if the Tamil Nadu Government withdrew its objection to the Centre granting financial assistance to the Idamalayar scheme, the Minister said. The agreement to share water, signed in 1970, was not favourable to Kerala. The agreement was invalid since 1988. Tamil Nadu had violated the terms of the agreement, Mr. Radhakrishnan alleged. The Speaker, Therambil Ramakrishnan inaugurated the training centre. P. P. George, MLA, K. Radhakrishnan, Mayor, K. S. Premachandra Kurup, Collector, K. G. Ramakrishnan, administrator, CADA, Antony Balan, chief engineer, Central Water Commission, T. K. Sasi, chief engineer, Irrigation and Administration, Jacob Daniel, chief engineer, IDRB, and K. Divakaran, chief engineer, Projects I, were among those present on the occasion.
