THIRUVANANTHAPURAM, DEC. 6. The Government has taken steps to set up a silk industrial estate at Balaramapuram, near Thiruvananthapuram, the Minister for Rural Development, C.F. Thomas, said here today. The plan, he said, was to upgrade 100 looms for silk weaving. Modification of 50 looms has already been completed. The Minister said the State Sericulture Cooperative Federation had received membership of the Silk Marketing Organisation of India and its certificate to use its quality label on silk marketed by the Federation. Mr. Thomas said the Government had planned sanctioning of assistance totalling Rs. 50 lakhs to 200 sericulture farmers under its 100-day action plan. Of this, Rs. 38 lakhs had already been disbursed to 168 farmers.
Self-employment
He said more than 15,000 persons could be given assistance for self-employment against the target of providing assistance to 12,000 persons in 100 days. The targets had been achieved with regard to housing schemes for the poor also. The Minister said steps for computerising 55 sub-registrar offices were nearing completion as planned. Computerisation was now limited to facility for issue of encumbrance and other certificates. He said the State would have lost revenue of Rs. 200 crores following the reduction of stamp duty, surcharge and registration fee and Rs. 100 crores on account of introduction of the Gahan system. The drop in revenue from reduction of duty and fee could not be made up on account of the withdrawal of notification fixing fair value of land. The expected increase in land transactions also did not materialise. However, people had benefitted from the measures taken by the Government. He said all vacancies in departments under his charge had been reported to the Public Service Commission. About 95 per cent enrolment had been achieved in Khadi workers welfare fund against a target of 100 per cent enrolment.
