Mr. Sukumar Sen, Chief Election Commissioner, before he left for Hyderabad en route to Delhi, told pressmen in Kurnool on December 7 that he was working out a programme which would enable him to start polling in Andhra on February 11. He hoped that it would be possible to do so. Polling would be completed by the end of February and counting would begin by March 1 and would be completed by March 10. "We will know within the next few days if it would be feasible to stick to this programme and I think it must be feasible. We will issue a notification to the above effect within the next 10 or 12 days. Seven weeks from the date of notification the polling would start." He said the elections in Andhra would not be delayed a day more than was absolutely necessary. In fact elections could have been arranged a little earlier than was proposed if the electoral rolls had been ready. But, the difficulty was that the newly delimited constituencies were announced only recently and so the electoral rolls of the old constituencies had to be reconstituted before publication. Pointing out that a "big change" had been made in the procedure for counting of votes, he said that, hitherto, counting of votes for all the ballot boxes from all the polling stations in a constituency regarding a particular candidate had to be completed before taking up the boxes of another candidate. But, hereafter, counting of ballot boxes of a particular polling station of all candidates would be completed before proceeding to those of the next polling station.
