VISAKHAPATNAM, DEC. 7. "Officials do not have differences in perception when there is a change in the Government and keep implementing programmes to provide basic necessities to people," said the Chief Secretary to the State Government, Mohan Kanda, here on Tuesday. He made this observation during a brief chat with reporters after conducting a review meeting with the Collectors of Visakhapatnam, Vizianagaram and Srikakulam. When pointed out that some MLAs of the ruling party were complaining that officials did not change their mindset even after the change of guard, the Chief Secretary wondered why there should be a change in the mindset when officials were concentrating on tasks like providing drinking water and other necessities, which were on the agenda of any party. "I have worked with the previous Government and am working with the new Government. I don't have any problems. There is no political pressure on officials," Mr. Kanda said. A new Government would take some time to get into the groove and the Congress Government seemed to have settled down, he said.
Land distribution
Regarding land distribution to the poor, to be undertaken on a massive scale on Republic Day, Mr. Kanda said if it was done `perfectly' in naxal-affected areas like north coastal Andhra districts, there would not be any problem in other areas. On tribals destroying 6,000 acres of coffee plantation in the agency recently, he said it might have been because they did not have land. Mr. Kanda said he would meet the Collectors to understand local problems.
