CHENNAI, DEC. 7. It was not dearth of guidelines or laws but lack of implementation that prevented people with disability from exercising their rights, according to nearly 400 physically challenged people, who went on a daylong fast three days ago to highlight their problems. Coming under the umbrella of Tamil Nadu Handicapped Welfare Federation Charities, they appealed to the Tamil Nadu Chief Minister to help implement the laws. The Federation pointed out that in 1986, the then Chief Minister, M.G. Ramachandran, had announced that two industrial estates for employing physically-challenged people would be opened in the State, but the scheme was yet to take off. Even disabled people with extraordinary skills in sports and athletics had not been given support or recognition by the government. It requested the Government to ensure that officers involved in rehabilitation of people with disability were committed to the cause. The Federation said a comprehensive directory with information and services to support families of children with special needs would soon be available online. Satyam Alambana Foundation, the social responsibility arm of Satyam Computer Services Limited, and V-Excel Educational Trust, an NGO working with physically challenged children, are collecting the data that will be made available on a web portal.
