A seven-month-old issue of breach of the privileges of the Rajya Sabha by Mr. N.C. Chatterjee, a member of the Lok Sabha, arising from his "pack of urchins" speech at Hyderabad in May this year, was closed on December 8 with an expression of regret by the member. The alleged breach of privilege by Mr. Chatterjee, in his speech criticising the Rajya Sabha for passing the Special Marriages Bill with the provision for divorce by mutual consent, was raised in May last. But the issue could not be proceeded with further, following a dispute between the two Houses as to the procedure to be followed in such cases. The dispute was, however, resolved and a joint procedure has now been suggested after a joint meeting of the Privileges Committees of the two Houses. The report was endorsed by the two Houses. The Chairman, Dr. S. Radhakrishnan, told the Rajya Sabha, on December 8 that he had received a letter from the Lok Sabha Speaker conveying a statement from Mr. Chatterjee, which said, "Since the question of privilege has been raised and the procedure has now been settled, may I request you to inform the Chairman that I did not intend any disrespect to the Rajya Sabha or the members thereof. But if any wrong impression has been conveyed, I am sorry for it." Dr. Radhakrishnan added: "I think in view of this, we may treat the matter as closed."
