NEW DELHI, DEC. 8 . Cooperatives will soon be brought under a uniform Central law to streamline their functioning. A resolution to this effect was adopted at a meeting of the State Cooperative Ministers convened by the UnionAgriculture Ministry on Tuesday. The Union Agriculture Secretary, Radha Singh, told a press conference here today that it was also decided to link financial assistance to States undertaking cooperative reforms. A high-powered committee would be constitutedto review the achievements of the cooperatives in the past 100 years and suggest means to overcome the challenges faced by it, particularly from the multinational companies. However, Ms. Singh clarified that cooperatives would continue to be a State subject and function under the respective States just like the Panchayati Raj institutions which have been given a special status through Constitutional amendment. The Constitutional amendment for the cooperatives would address the key issue of their empowerment through voluntary formation, autonomous functioning, democratic control and professional management.
