SINGAPORE, DEC. 9. Japan and Germany today agreed that developed countries the category they belong to and not just the developing bloc should be represented if the United Nations Security Council were to be expanded. Japan also today decided to extend the "non-combat" humanitarian mission of its troops in Iraq by another year from December 14. After the Cabinet endorsed the `unpopular' move, the Prime Minister, Junichiro Koizumi, told reporters in Tokyo that he had "concluded that it is appropriate to extend the deployment for one year, as the next year will be an important one for Iraq." Elections in Iraq early next year and the anticipated completion of the mission of the multinational forces in about a year's time from now influenced the decision, Mr. Koizumi said. In a joint press statement, Mr. Koizumi and the German Chancellor, Gerhard Schroeder, welcomed the proposal of the U.N. High Level Panel on Threats, Challenges and Change for an expansion of the Security Council in respect of both the permanent and non-permanent categories.
