Sir, It is almost certain that the proposed Srinagar-Muzaffarabad bus service is a non-starter, at least for now. The bone of contention is the nature of travel documents the passengers need to carry on the bus. India climbed down from its `maximalist' position, to use Pervez Musharraf's words, by offering to accept entry permits which would be issued by the High Commissions in addition to the passport as travel documents. But Pakistan is insisting on the no-passport, no-visa stand. Why cannot Pakistan also climb down from its position?
