PONDICHERRY, DEC. 10. About 75 per cent of work on computerisation of land records in 129 revenue villages of the Union Territory is over. The entire process is expected to be completed in four months. The collection of data for settlement registers of the 108 villages in Pondicherry has been completed. Computerisation has been taken up by the Revenue Department under the Central-funded pilot project `Replication of e-governance Project on Land Records.' In 95 out of the 108 villages coming under Villianur, Bahour, Pondicherry (Ariyankuppam firka), Karaikal and Thirunallar taluks, validation and updating are already being done online and computerised copies of Register of Rights are issued, V Candavelou, Collector-cum-Secretary (Revenue), told The Hindu . In the remaining 13 villages of Mahe sub-taluk and Oulgaret taluk, validation and updating would be completed soon. Computerisation in 21 villages under Pondicherry, Karaikal and Yanam taluks is in various stages. The National Informatics Centre (NIC), which has taken up the job, is developing a special software. Also, digitisation of village maps has been completed in Villianur and Bahour taluks and the process will be extended to other villages in various stages, say revenue officials.
Land registration
Work on computerisation of land registration under the Centrally-sponsored pilot project will start shortly. The Price Waterhouse Cooper, global consultancy firm, appointed by the Centre for providing technical assistance in taking up the project, has submitted its report to the administration. The State-level committee appointed by the Government to coordinate and implement the process will discuss the report in a couple of weeks. Mr. Candavelou said the best features of similar programmes undertaken by other Governments such as STAR of Tamil Nadu, CARD of Andhra Pradesh, SARITA of Maharashtra and PRISM of Punjab would be incorporated. All sub-registries, including the office of the district registrar would be provided with hardware and software. In a phased manner, the Pondicherry Cooperative Training Institute would train officials of all departments to handle computerised land registration. A 40-member team was undergoing training. A coordinated network would be created so that when a person acquired property, the transaction would automatically get incorporated into revenue records and the mutation process would be simplified. The outlay for the two projects was Rs. 140 lakhs and the Department of Information Technology, Government of India, was funding them. Another e-governance programme was also nearing completion. The Transport Department, which has already computerised issuing licences, is taking up computerisation of vehicle registrations too. The NIC has already developed a software, VAHAN, for the department to enable vehicle registration and is also developing a special software for including fingerprints in the licence. Next year, finger printing of driving licence holders will begin. Thereafter those applying for licence need not bring their photograph. It will be taken at the Regional Transport Offices itself.
