KOCHI, DEC. 11. The Minister for Local Self-Government Kutty Ahmed Kutty has said that agencies such as the Greater Cochin Development Authority (GCDA) would be given more powers to plan the development of the city while ensuring that their role does not clash with that of the Corporation and panchayats. Mr. Kutty was speaking after laying the foundation stone of the residential complex being built by the GCDA in association with a private party on a build-share-transfer basis at Gandhi Nagar.
International standards
He said that with projects such as Vallarpadom Transshipment Container Terminal coming up in Kochi, the infrastructure of the city should be raised to international standards. The GCDA would be given the powers to take up assignments it was capable of executing, the Minister said. He was responding to the request of the Minister for Sports and Fisheries, Dominic Presentation, that the powers of the GCDA be restored to enhance its efficiency. The Sports Ministry would consider the proposal to construct a swimming complex with facilities for diving near the Jawaharlal Nehru International Stadium owned by the GCDA. The Union Government would provide an assistance of Rs. 1 crore, Mr. Presentation said. The GCDA chairman, Antony Isaac, welcomed the gathering. Local MLAs and members of the executive council K. Mohammed Ali, V.K. Ibrahim Kunju and V.D. Satheesan, K.B. Mohammed Kutty, District Panchayat president, Sojan Antony, Corporation councillor, and M.O. John, Aluva municipal chairman, spoke on the occasion. MLA K.V. Thomas was also present. Wincey Chacko, State president of Kerala Widows Association, made the first advance for the flat.
Residential apartment
According to the scheme, the GCDA will demolish the old staff quarters on two plots it owns at Gandhi Nagar and construct new residential flats. The GCDA had invited Expression of Interest (EoI) last July from builders to construct the residential apartments. Of the four responses received, Blue Dot Constructions was chosen for the implementation of the project.
48 apartments planned
Forty-eight apartments will be built on the 50-cent plot and 36 apartments on the 36-cent plot. These plots are worth Rs. 3.50 lakh per cent and Rs. 2.50 lakh per cent according to the current market price. According to the scheme, the land used for construction will remain under the ownership of the GCDA and the cost of construction is to be met by the builder. After construction, 30 per cent of the completed floor area would be handed over to the GCDA. The construction would be completed in 18 months. It is calculated that while GCDA would get Rs. 265 lakhs by selling the plot, it could generate Rs. 491 lakhs by selling the completed apartments.
