This Day That Age
By an overwhelming majority, the Lok Sabha, on December 13, agreed to the extension of the life of the Preventive Detention Act by another three years. The highlight of the debate was a vigorous denunciation of the measure by the Praja Socialist leader, Acharya Kripalani, and an equally stout defence by the Home Minister. Mr. Kripalani used all the adjectives in his vocabulary to call the measure "a lawless law", "a black Act" and "duplicate of Rowlatt Act". The Communist leader, Prof. Hiren Mookerjee, charged the Government with having directed the Act against legitimate and peaceful agitations of workers and trade unionists. The Home Minister, Dr. K.N. Katju, reiterated that the prevailing situation in the country demanded the continuation of the Act. Although normally he would have approached the House for an extension of the measure for two years only, the fact that in the third year they would be busy with the general elections in the country made him feel that extension for three years was quite justified. The Home Minister's motion for consideration of the Bill, which was pressed for a division, was adopted by 135 votes to 38.
