PONDICHERRY, DEC. 14. The All-India Congress Committee member and former Home Minister, P. Kannan, has charged the Congress Government, headed by N. Rangasamy, with having failed to maintain law and order. At a hurriedly convened press conference here today, he said that crimes were occurring even in the heart of Pondicherry, sparking panic and insecurity among the people. He said even First Information Reports were not being registered for most crimes. Police stations themselves were becoming targets of attack and persons carrying deadly weapons were roaming about openly in the town.
`Awful situation'
Mr. Kannan said he had drawn the attention of the party high command to the "awful situation" prevailing here. He alleged that "scandalous practices and kickbacks" were the deciding factor for finalisation of contracts and other works in various departments, including the Public Works Department. "Officers indulging in malpractices are being given more powers and several departments are also being assigned to them."
