KOLKATA, DEC. 14. "It is a great honour to be the Governor ... and my first priority will be to understand the people of the State and study their aspirations,'' West Bengal's new Governor, Gopalkrishna Gandhi, said here today.

Earlier, Mr. Gandhi was sworn in Governor by the acting Chief Justice of the Calcutta High Court, Justice Ajoy Nath Ray, at a brief ceremony in Raj Bhavan in the afternoon. He takes over from Viren J. Shah, who has been Governor since December 1999.

As for his role on assuming the gubernatorial role in a Left Front-ruled State, Mr. Gandhi said: "The Government is an elected Government and the role of a Governor with an elected Government is well specified in the Constitution.'' His primary job would be "to protect the Constitution.'' "In the Constitution the Governor's role that is stated is applicable to all States [no matter who they are ruled by]," he added.

"I am overwhelmed by the history, the people of this State and its civilisation,'' Mr. Gandhi said.

Among those present at the swearing-in ceremony were the Chief Minister, Buddhadeb Bhattacharjee, the former Chief Minister, Jyoti Basu, the Ministers of the State Cabinet and members of the diplomatic corps.
