dated December 16, 1954: Hindu Marriage Bill passed

The Rajya Sabha on December 15 passed unanimously the Hindu Marriage Bill, the first part of the old Hindu Code, codifying and reforming the Hindu law relating to marriages. The eight-day debate on the contentious measure ended on a note of unanimity and even the opponents of the measure expressed the hope that the social reforms introduced by the Bill would strengthen Hindu society and increase its vitality. Tributes were paid by all sections of the House to the Minister, Mr. D.P. Karmarkar, for his able piloting of the Bill. Mr. Karmarkar said that the Government had completed consideration of the Hindu Succession Bill which had been published for eliciting public opinion and it would be introduced in the Rajya Sabha before it adjourned. Earlier in the day, during the detailed consideration of the remaining clauses of the Bill, the fair sex lost the "battle over alimony." The House, after a heated debate of over 2 ½ hours, defeated by 40 votes against 32 a Government amendment relating to the clause dealing with alimony which sought to restrict the liability for payment of alimony and maintenance to the husband only and not to husband and wife as provided by the Joint Select Committee. The Rajya Sabha agreed to another amendment for deleting the reference to divorce in the title of the Bill and to call it merely "The Hindu Marriage Bill", instead of "The Hindu Marriage and Divorce Bill". Mr. Karmarkar said that through the Bill, they wanted to rivet the attention of the people on marriage and through the provision for divorce in exceptional cases, strengthen the marital ties and make it act as a deterrent against possible disharmony in homes.
