NELLORE, DEC. 16. A meeting of the district-level Panchayat Raj Representatives' Association, which was held here on Thursday at the Town Hall, served an ultimatum on the Government, saying the association would oppose any move to usher in the concept of `revenue secretary' system in villages, apparently replacing the present system of `village secretary'. The Chairman of the Andhra Pradesh Panchayat Raj Chamber and ZPTC Member, Vuyyuru (Krishna District), Y. Babu Rajendra Prasad, told reporters that if the Government wanted to strengthen village administration it could appoint an assistant village secretary. The association also wanted the introduction of `village government' at the village level with simultaneous elections along with ZPTC and mandal elections. It wanted immediate restoration of the 29 issues specified in Art. 243 G of 11th Schedule to be transferred to local bodies. Mr. Prasad said the Government owed more than Rs. 836 crores to gram panchayats in respect of the XI Finance Commission, State Finance Commission recommendations besides salaries grants. The president of the district association, K. Ramesh Kumar, advisor to the association, Srinivasulu Reddy, and a number of representatives spoke.
