NEW DELHI, DEC. 17. While accepting that the Department of Women and Child Development may have failed to reach every child in the country, the Joint Secretary, Loveleen Kacker, today said initiatives are being made to set up a separate department of child including a children's Act. Speaking at the inauguration of the Plan India's festival of films made by children - "Children Have Something To Say" -- Ms. Kacker further said that the Department's division into 14 segments made it difficult to give a holistic picture for child development. A 15-minute documentary "One-World Media Awards" was screened at the inaugural ceremony. "Expressing their views in a very capable manner the young film makers have put forward certain views that children have something to say and I hope this festival springs some issues to take forward," said the country director of Plan International, Bruno Oudmayer.
