Oil refinery issue still open: Aiyar

JAIPUR, DEC. 19. The Union Petroleum Minister, Mani Shankar Aiyar, today said any decision on setting up an oil refinery in Rajasthan would be taken on a "rational, economic and technical basis'' and clarified that the doors were not being closed on the issue.

Mr. Aiyar, who was here to participate in a round-table conference on Panchayati Raj, told mediapersons that he would advise the public sector Hindustan Petroleum Corporation Limited (HPCL) to establish a refinery in the State only if Punjab refuses to cooperate with the company in the refinery project in Bathinda.

"HPCL has spent Rs. 300 crores for setting up a refinery in Bathinda. It will suffer heavy losses if it terminates that project and comes to Rajasthan at this stage,'' Mr. Aiyar said. He pointed out that the losses to the public sector company would amount to a waste of national resources. The State Government's Board of Infrastructure Development and Investment Promotion (BIDI) had sanctioned a proposal on Friday to sign a memorandum of understanding with HPCL for establishing a refinery in eastern parts of the State. The BIDI meeting, presided over by the Chief Minister, Vasundhara Raje, was informed that the HPCL intended to invest Rs. 8,000 crores in the State.

Mr. Aiyar said there was scope for establishing a refinery in Rajasthan and other public sector companies, such as Indian Oil Corporation (IOC), could come forward for the project. However, he added that he was not in favour of setting up a large number of small petroleum refineries. The Union Minister made it clear that there was no politics involved in the issue and he was not looking at it with the angle of Rajasthan being ruled by the Bharatiya Janata Party.
