LUCKNOW, DEC. 19. The stage is set for by-elections to the Mainpuri and Akbarpur Lok Sabha seats in Uttar Pradesh tomorrow, where the electoral fate of 28 candidates, including the Chief Minister Mulayam Singh Yadav's brother, Dharmendra Yadav, and the husband of the slain bandit, Phoolan Devi, will be decided. Thirteen candidates are in the fray from Mainpuri, where polls were countermanded after complaints of large-scale rigging during the last general elections, with the Samajwadi Party (SP) candidate, Mr. Dharmendra Yadav, locked in a straight fight with the Bahujan Samaj Party nominee (BSP), Rambabu Kushvaha. The Congress and the Bharatiya Janata Party are also in the fray. Elections will take place amid tight security and under the direct supervision of the Election Commission in Mainpuri. A large number of police, Provisional Armed Constabulary, Home Guards and Central Paramilitary Forces have been deployed. The paramilitary forces took out a flag march during the last two days to build the confidence of the electorate. In Akbarpur, which fell vacant following the BSP leader, Mayawati's resignation, 15 candidates, including eight Independents, are in the fray. The constituency is witnessing a triangular fight among the Congress candidate and Phoolan Devi's husband, Ummed Singh, the BSP nominee, Tribuvan Dutt and the SP candidate, Shank Lal. About 15,000 security personnel have been deployed in Akbarpur to ensure trouble-free polling. Six Election Commission observers each have been posted in both the constituencies to keep a close watch on the contestants and their supporters and extensive videography ordered at all the sensitive polling stations, election office sources said. The Election Commission has directed the State to post Central Government officials as presiding officers and one of the three polling officers to ensure transparency. The borders of both the constituencies have been sealed since yesterday and extensive checking of vehicles is on to ensure that anti-social elements do not enter the constituencies.
