NEW DELHI, DEC. 23. The Election Commission has appointed six Special Observers for Bihar, Jharkhand and Haryana to supervise the Assembly elections scheduled to be held in these States in three phases in February 2005. Commission sources said while Sayan Chatterjee and A. C. Shukla would be Special Observers for Bihar, G. S. Patnaik and Afzal Amanulla would supervise and monitor the Assembly elections in Jharkhand and Haryana respectively. Two more Special Observers, one each for Jharkhand and Haryana, would be named later.
Returns from Bihar
The Adviser to the Commission, K.J. Rao, returned to the Capital after a two-day visit to Bihar where he made an enquiry into the arrangements made for the rally (that has been subsequently cancelled). He is to submit his report tomorrow, the sources said.
