THIRUVANANTHAPURAM, DEC. 27. The Kerala Congress (M) leader and Revenue Minister, K. M. Mani, today refused to sign the Congress leader, P. J. Kurien's nomination papers for the Rajya Sabha election in protest against the Congress leadership's action overlooking his party's claims for the seat. Mr. Mani had put forward his claim for the lone Rajya Sabha seat that fell vacant following the death of the CPI leader, V. V. Raghavan. Mr. Mani's refusal to sign the papers was his way of expressing his displeasure at the Congress action without even a discussion in the UDF. According to Kerala Congress (M) leaders, Mr. Mani had earlier held discussions with the AICC general secretary, Ahmed Patel, the Congress Working Committee member A. K. Antony, the Chief Minister, Oommen Chandy and the KPCC president, Thennala Balakrishna Pillai, on his party's claims.
